Hamza Mammadli (born 1991) left Azerbaijan in 2015 and moved to Germany. He received a medical degree. In December 2022, he obtained German citizenship. In February 2023, he began working as a physician's assistant at a clinic in Kaiserslautern.

On June 1, 2023, H. Mammadli returned from Germany to Azerbaijan and was immediately detained by officers of the State Security Service (SSS) of Azerbaijan at the airport. The next day, his parents attempted to obtain information about their son from the SSS. There, they learned from the state-appointed lawyer that the SSS had opened a criminal case against Hamza Mammadli back in 2018, accusing him of participating

in support of the events of July 2018 in Ganja. Because H. Mammadli was outside of Azerbaijan, on September 15, 2023, the State Security Service suspended the criminal case and placed him on the wanted list. Now, following his arrest, the suspended criminal case has been reopened.
According to the State Security Service indictment, while living in Germany, H. Mammadli was a member of the "Council of the National Union of Azerbaijanis in Europe" and was active in politics. Together with the leader of this organization, Gabil Rzayev, they created a special Facebook account and called for unrest in the city of Ganja.

It was only in late September 2023 that his parents were able to meet with their son, and he told them that he did not understand why he had been arrested or what he was accused of. He was never politically active in Germany, was not a member of any organizations, doesn't know who Gabil Rzayev is, has no Facebook page related to the events in Ganja, and is unaware of what happened in July 2018 in Ganja.

According to his parents, their son was subjected to severe pressure at the State Security Service and was in such a state that he told them:
"I can't take it anymore and am ready to confess to everything he's accused of."
