Articles 234.4.1 (Illegal acquisition or storage for the purpose of sale, manufacture, production, processing, transportation, shipment, or sale of narcotic drugs or psychotropic substances in large quantities) and 234.4.3 (Illegal acquisition or storage for the purpose of sale, manufacture, production, processing, transportation, shipment, or sale of narcotic drugs or psychotropic substances committed by a group of persons by prior conspiracy or by an organized group) of the Criminal Code of the Azerbaijan Republic.

On February 1, 2023, the Bilasuvar District Court sentenced Seyran Rzayev, a well-known theologian in the south of the country, to four months' pretrial detention in a pretrial detention facility during the preliminary investigation, which was subsequently extended.
