Armenia Takes Historic Step Toward EU Membership with Parliamentary Vote

Brussels, March 26, 2025 - Armenia has moved closer to potential European Union membership after its National Assembly adopted legislation declaring the country's intention to begin EU accession proceedings, marking what European officials call "another significant step" in the already strong EU-Armenia relationship.


The law, which passed its second and final reading, originated from a citizens' initiative and represents what European Parliament officials describe as "another clear expression of Armenia's steadfast commitment to our shared values and the country's democratic path."


MEPs Nils Ušakovs and Miriam Lexmann, representing the European Parliament's South Caucasus delegation and serving as Armenia's Standing Rapporteur respectively, welcomed the decision while noting that EU accession remains "a complex, long-term and merit-based process."


The Armenian government has indicated it intends to discuss a potential roadmap with the EU and may consult the population through a referendum in the future. Under Article 49 of the Treaty of European Union, any European state may apply for EU membership provided it meets the Copenhagen criteria and upholds democratic principles, fundamental freedoms, and the rule of law.


European officials emphasized their readiness to continue supporting Armenia's reform efforts, building on the existing EU-Armenia Comprehensive and Enhanced Partnership Agreement and an upcoming Partnership Agenda. They encouraged EU institutions to "actively support Armenia's desire for increased cooperation with the EU in all dimensions and its European aspirations."


The move comes amid Armenia's broader geopolitical realignment, as the country has increasingly looked toward Europe while its traditional ties with Russia have weakened. Armenia's democratic reforms and commitment to European values have been consistently praised by EU officials, creating a foundation for deeper integration.


The development represents a potential shift in the South Caucasus region's orientation, with Armenia moving toward Europe even as neighboring Azerbaijan faces criticism for democratic backsliding and Georgia experiences a crisis in its EU relations.
