Saleh Rustamov Barred from Leaving Azerbaijan

Former Azerbaijani political prisoner and Russian citizen, Saleh Rustamov, was unexpectedly barred from leaving Azerbaijan on Nov 18 at Baku Airport due to an unexplained travel ban. The incident raises questions about the rights of pardoned political figures and freedom of movement.

Former Azerbaijani political prisoner Saleh Rustamov was unable to leave Azerbaijan on November 18, his relatives reported.


A citizen of the Russian Federation and former member of the Popular Front Party of Azerbaijan (PFPA), Saleh Rustamov made a short trip to Azerbaijan to attend the memorial service for his deceased niece.


On November 18, when he was returning, he was not allowed to board the plane at Baku Airport and was informed that a travel ban had been imposed on him. The reasons for the ban were not explained to him at that time.


Saleh Rustamov had been residing in the Russian Federation since the late 1990s.


During one of his trips to Azerbaijan, he was arrested.


On February 27, 2021, he was sentenced to seven years and three months of imprisonment. According to the investigation, he allegedly collected funds monthly from Azerbaijani citizens doing business in Russia to support the PFPA. Later, the Supreme Court of Azerbaijan reduced the sentence by two months. In May 2022, Rustamov was pardoned by the President of Azerbaijan and released from prison early.
