The Prosecutor General's Office has called in four individuals for questioning

Those summoned include:
Arastun Orujlu, a political scientist
Altay Goyushov, a historian
Beydulla Manafov, a journalist
Vagif Allahverdiyev, founder of the YouTube channel “Victor Alexander”
All four currently reside outside of Azerbaijan.
According to the Prosecutor General's Office:
Altay Goyushov is expected to appear on November 21, 2025, to face charges under Article 281.2 of the Criminal Code, which concerns incitement against the state. The Binagadi District Court had previously issued an arrest warrant for Goyushov in absentia on February 23, 2025, later amending the decision to formally name him as a defendant.
Beydulla Manafov is charged under Articles 281.2 and 283.1 of the Criminal Code, involving inciting hatred and actions aimed at restricting rights. His summons to the Investigation Department of the Prosecutor's Office is for November 20, 2025. Like Goyushov, the Binagadi District Court issued an arrest warrant for him in absentia, with a subsequent decision to include him as a defendant.
Vagif Allahverdiyev, who lives in the United States, has also been called in for questioning. A similar arrest warrant in absentia was issued for him by the Binagadi District Court on February 23, 2025. Allahverdiyev faces charges under Articles 220.2 (incitement to mass riots) and 281.2 of the Criminal Code.
Arastun Orujlu is charged under Article 281.2. The Binagadi District Court issued an arrest warrant for him in absentia, also in February. Later, he was named as a defendant under Articles 220.2 and 281.2.
The Prosecutor General's Office has stated that these individuals have been summoned for investigation and that the arrest warrants against them are still in effect.
The Prosecutor General's Office has a history of summoning bloggers and online television personalities living abroad on related charges, issuing arrest warrants in absentia. Recent warrants include those for journalist Sevinc Osmangizi and blogger Abid Gafarov, both of whom are living abroad.
The Prosecutor General's Office officially announced that Arastun Orujlu is to appear at the Main Investigation Department of the Prosecutor General's Office on November 21 at 2:00 p.m to address charges under Article 281.2 of the Criminal Code. He is wanted for evading the investigation. The Binagadi District Court ordered his arrest in absentia on February 23 of this year.

The Prosecutor General's Office claims that on January 4, 2023, on the YouTube internet platform “Arastun Orujlu’s Channel” and on October 24, 2024, on the Azerfreedom TV channel, Arastun Orujlu encouraged the use of force against the government.
The Prosecutor General’s Office officially announced that Altay Goyushov should appear at the Main Investigation Department of the Prosecutor General’s Office on November 21 at 4:00 p.m. The statement said that on February 23 of this year, a decision was made to charge the historian under Article 281.2 of the Criminal Code.
The Prosecutor General’s Office reports that on April 20, 2020, the accused, on the YouTube channel Duz Danışag and on September 2, 2024 and January 1, 2025, on the Facebook channel Altay Goyushov, encouraged the use of force against the current government.
Altay Goyushov is a former member of the Musavat Party and the REAL Movement and currently works as a research fellow at the Sciences-Po University in Paris. He is also known for criticizing the Azerbaijani government on social networks.
Altay Goyushov has been summoned to the Prosecutor General's Office and is charged under Article 281.2 of the Criminal Code. A wanted list has been declared for him, and by the decision of the Binagadi District Court on February 23 of this year, he was placed under arrest in absentia.
A. Goyushov himself did not comment on this statement and accusation.A. Goyushov, a candidate of historical sciences, who was distinguished for his critical position towards the authorities, currently lives abroad. He worked at Baku State University and the Institute of Political Studies. He was represented in the Musavat Party, was one of the founders of the ReAL Movement, and left both institutions. A. Goyushov currently works as a research fellow at the Sciences-Po University in Paris.
Arastun Orujlu is requested to be in the same institution on November 21 at 2:00 p.m and was placed under arrest in absentia.
On September 18, a decision was made to include Arastun Orujlu in the investigation as a defendant under Articles 220.2 and 281.2 of the Criminal Code, the Prosecutor General's Office said in a statement.
A. Orujlu, who heads the East-West Research Center, also worked in the Azerbaijani Ministry of National Security and is known for his critical stance towards the authorities.
After the statement of the Prosecutor General's Office, political scientist A. Orujlu said he never called for any coup, rebellion: The legal side of this issue. But talking about law in Azerbaijan is nonsense. We have been seeing what crimes are being committed in Azerbaijan for years and how those who commit those crimes are being rewarded.
A. Orujlu emphasized that he is not a political immigrant and will answer any questions they have to the prosecutor's office.
Abid Gafarov, an employee of the KIM internet television, was sentenced to 1 year in prison by the decision of the Yasamal District Court. He was accused of slander and insulting war veterans in his speeches. According to the defense, Gafarov did not insult the veterans in his speech on the Internet but simply condemned them for not fighting for their rights without mentioning their names. Gafarov also pleaded not guilty and stated that he was arrested by order for investigating the Tartar case.
Beydulla Manafov, who currently lives in the United States, is known for his stance on Turan TV and a number of internet television stations broadcast from abroad.
