In early March 2025, pro-government media reported that the Prosecutor General's Office had opened a criminal case against those non-governmental organizations of Azerbaijan that had received grants from Western international funds in previous years. According to the Prosecutor General's Office, the funds from the grants received on the instructions of international organizations were spent "to undermine socio-political stability" under the guise of "legal protection" of socially vulnerable groups, as well as to promote anti-war ideology, propaganda of LGBT and other "ultra-liberals" and to conduct counter-propaganda against mental values.
As part of this repressive campaign, on April 9, the head of the Ganja Regional Community Center Asaf Akhmedov and public activist, expert on social issues Zamin Zyaki were detained and taken to the Investigative Department of the Prosecutor General's Office of Azerbaijan. There they were told that they were involved in the so-called “NGO case” and were charged with economic crimes.
