Article 234.4.3 (Illegal acquisition or possession for the purpose of sale, manufacture, production, processing, transportation, transfer, or sale of narcotic drugs or psychotropic substances in large quantities) of the Criminal Code of the Republic of Azerbaijan.
On February 3, 2023, Jeyhun Balashov was detained by officers from the Beylagan District Police Department. On the same day, the Beylagan District Court sentenced him to four months of pretrial detention pending investigation. His pretrial detention pending investigation was subsequently extended several times.

Police officers demanded that the arrested Jeyhun Balashov confess to drug possession and subjected him to constant torture. Failing to do so, the officers simply planted drugs and recorded the incident. However, when J. Balashov's trial began on July 11, 2023, in the Lankaran Court of Grave Crimes, he denied the charges and claimed that the police had planted the drugs. That same day, after the trial, enraged police officers subjected Jeyhun Balashov to hours of brutal beatings. His condition rapidly deteriorated, and that same day he was admitted to the Azerbaijan Penitentiary Service Hospital. On July 15, his son met with his father and later told reporters that guards had broken his father's arm and that his entire body was covered in bruises. On August 23, Balashov's condition deteriorated sharply. As a result of torture, a hematoma developed in his brain. He lost consciousness and was placed on a ventilator. That same day, the Lankaran Court of Serious Crimes changed his pretrial detention and transferred him to house arrest and police supervision for treatment at a civilian clinic.
Despite the treatment he received, Jeyhun Balashov continues to have serious health problems. As his lawyer, Rasul Jafarov, stated,
"Despite the treatment he received, he continues to have problems with his lungs and cerebral circulation."
Nevertheless, in early 2024, the trial continued and the defendant was convicted, with the court ignoring all allegations of torture.
