A former member of the opposition Musavat party, who later left its ranks and considered himself a supporter of the PFPA, Lachin Valiyev was arrested on March 20, 2021, by the Ministry of Internal Affairs on charges of fraud. He was then also accused of drug trafficking. According to lawyer Neymat Karimli,
“At first, Lachin Valiyev did not have a lawyer of his choice, the activist was simply
deprived of this opportunity. I joined the defense a few days
after the arrest. Lachin Valiyev does not admit his guilt. His confession
was taken under pressure.” According to the head of the Defense Line organization, Rufat Safarov, Lachin
Valiev was subjected to severe pressure and torture. They demanded that he testify
against PFPA presidium member Bakhtiyar Imanov. But Valiyev refused this and then they began to blackmail him with video material concerning the family:
"When he was shown video footage of his intimate life with his wife, he lost
consciousness. Later, he said that he was ready to sign any confession so that
the video would not be made public."
On September 21, 2023, the European Court of Human Rights issued a decision in the case of Lachin
Veliyev v. Azerbaijan on the unjustified arrest and detention of Valiyev during the investigation, in which it recognized the violation of L. Valiyev's rights "to
liberty and inviolability" and demanded compensation in the amount of 3,500 euro.
Although the government of Azerbaijan agreed to pay this compensation, however,
L. Valiyev's family cannot receive it. In protest, on May 25, 2024, Lachin
Valiyev went on a hunger strike.
