Mirjafar Huseynzade, a resident of Gazakh (born 1976), is a second-degree disabled person and the father of five. He was known in Gazakh as a government critic, frequently appearing on television and various news websites. M. Huseynzade once built a mosque in Gazakh. However, in 2016, on the orders of the new head of the local government, Rajab Bagirov, the mosque was demolished. In response to Huseynzade's criticism, the latter was repeatedly subjected to administrative arrests. However, Huseynzade continued to criticize the head of the local government, and in April 2019, he was forcibly admitted to a district psychiatric hospital, but released a week later.
Once again, barely out of the hospital, Huseynzade continued to criticize local authorities. Then, in November 2021, authorities again forcibly admitted him to a local psychiatric hospital. Only two weeks later, his family managed to secure his release.
The authorities intensified the pressure on their critic. After the unemployed Huseynzade, on orders from district authorities, stopped receiving even his meager pension, his family's financial situation became extremely dire. Then, in early March 2024, he made a video appeal to President Ilham Aliyev complaining about the actions of the local government head and asking for help with his job.
The local authorities responded immediately: on March 17, 2024, M. Huseynzade left his home to buy cigarettes. His wife, fearing provocation, followed him.
But when she reached the street, she didn't see him, as four plainclothes police officers quickly approached him, threw a bag over his head, and dragged him into a car. He was taken to the Gazakh police station, where they attempted to forcibly plant drugs in his pocket. M. Huseynzade resisted, and although the police succeeded in forcibly placing a bag of drugs in his pocket, he refused to sign a document stating that the drugs were his own. He was subjected to physical and psychological pressure, but the police were unable to extract a confession from M. Huseynzade. At the trial, he denied the charges and stated that he had been subjected to physical and psychological pressure at the police station, and that he had been forcibly handed a bag of drugs.
