On September 19, 2023, the Goychay District Court issued a ruling: to satisfy the investigator's petition to select a preventive measure in the form of arrest and to apply a preventive measure in the form of arrest to Tala Khasmammadov for a period of 3 months. The term of detention under arrest during the investigation was subsequently extended several times.
Place of detention: Pre-trial detention center No. 1 in the village of Kurdakhani in the Sabunchu district of the city of Baku

According to the mother of activist Gulbut Khasmammadova, her son was arrested on a trumped-up charge:
“When I was waiting in the courthouse for the decision on my son's case, one employee
in civilian clothes told me: “What did you think, that your son would criticize the police with impunity?” This confirms that he was arrested on a false
charge. In fact, my son was defending the rights of citizens.” According to G. Khasmammadova, the human rights activist was detained on September 17, 2023, on the basis of a "slanderous complaint" from two individuals. Tale Khasmammadov had previously been convicted twice - for hooliganism and beating a person. Human rights activists recognized him as a political prisoner. Both times he was released early and pardoned. In 2018, a criminal case was opened against him for the third time, this time on charges of extortion, but he was later released.
