CPT's 2025 Report Documents Overcrowding, Police Violence and Torture Across European Detention Facilities

The Council of Europe's Committee for the Prevention of Torture (CPT) has published its annual report for 2025, issuing a sharp critique of detention conditions across European states, including Azerbaijan.
In relation to Azerbaijan, the CPT documents serious systemic violations: extended solitary confinement, threats of sexual violence, and denial of medical care. These findings mirror those of Amnesty International's annual report, published on the same day, reinforcing the picture of a worsening rights environment.
The simultaneous publication of two major international reports on the same day underscores the mounting pressure on Azerbaijani authorities to undertake comprehensive reforms. Both organizations note that officials continue to deny the findings, maintaining that all fundamental rights are being respected — a position at odds with the documented evidence presented by independent international monitors.
