Haji Valiyev Taken to Psychiatric Hospital During Detention

Haji Valiyev, a participant in the Second Karabakh War and the imprisoned chairman of the “Young Veterans” Public Union, has been taken to Republican Psychiatric Hospital No. 1 for a medical examination.


According to a statement posted on the public union’s Facebook page on May 11, Valiyev informed his family that he cannot go outdoors due to severe eye pain. He also noted that no doctor had been assigned to him in the detention center and emphasized the need for transfer to a rehabilitation center for proper diagnosis and treatment.


His relatives stated: “No doctor has been assigned at the place of detention to conduct his examination and treatment. He needs treatment at a rehabilitation center.”


The “Young Veterans” Public Union told Toplum TV that following the examination, Haji Valiyev was returned to the detention facility.


Valiyev was detained on March 31, 2025, by officers of the Baku City Main Police Department. On April 1, a 22-day pre-trial detention measure was imposed on him. He is charged under Articles 221.3 (hooliganism committed using a weapon or items used as a weapon) and 186.1 (intentional destruction or damage to another person’s property causing significant material damage) of the Criminal Code. However, the specific motive behind the charges has not been disclosed. Valiyev denies all accusations against him.


He is known for publicly addressing the issues faced by veterans who lost their health in the Second Karabakh War, as well as the problems of martyr families. On March 18, 2025, he released a video revealing that police had used violence against a group of veterans engaged in street vending in Baku’s Yasamal district.


The “Young Veterans” Public Union was established in 2021 under the “Karabakh Veterans” Public Union.
